Perry Lake is a flood control reservoir located 3 miles north of Perry, Kansas in Jefferson County in the northeast portion of the state at mile 5.3 of the Delaware River. It is situated within 50 miles of one-third of the state’s population. Three of the state’s four metropolitan areas are near the lake: Topeka, Kansas City, and Lawrence, and due to the lake’s proximity to these population areas, the lake receives high usage. The Corps of Engineers has primary responsibility for the lake operations, wildlife management, Federal Parks and Campgrounds, lands outside public areas, shoreline management and numerous other aspects of management of Perry Lake. 1.2 SCOPE OF WORK. Contractors shall provide all labor, equipment, fuel, materials and supplies, and supervision necessary to perform park custodial duties, as specified for the particular area, at the Perry Lake Project, near Perry, Kansas as defined in this Performance Work Statement (PWS), Section C-5 in particular, except those items specified in Section C-3 as Government-furnished. Contractors shall perform to the standards in this contract and shall monitor performance and ensure compliance in accordance with the terms and conditions. 1.3 PERIOD OF PERFORMANCE. The period of performance shall begin April 15, 2027, and continue through October 1, 2027, with renewal options of the same dates in 2028 and 2029. The park opens May 1st and closes September 30th. The Contractor is required to complete a thorough pre-season cleaning to prepare the park for opening in the time period between the beginning of the period of performance (April 15th) and the parks opening (May 1st) and have the park ready for season close the day after (October 1st) park closing (September 30th). The Contractor has the option to reside at the work site (Rock Creek Park, Perry Lake, KS) during the period of performance. Custodian campsites are for use by one camping unit only and will be made available to the contractor the date of the beginning of the period of performance (April 15th). The Contractor will work during the recreational season, April 15th, through October 1st. Work shall be performed on all Federal holidays and weekends during this period at no additional cost to the government. Services rendered outside the time periods specified shall not be compensated unless specifically approved in writing by the Contracting Officer or his authorized representative. The contractor must remove all personal property from the park within 7 days (October 7th), after the end of the period of performance (October 1st). 1.4 POST-AWARD (“PRE-WORK”) CONFERENCE. After award, but prior to start of services, the Project Office will arrange a Pre-Work conference to be held at the Project at a mutually agreed time. The purpose of the conference is to discuss contract requirements and details of contract performance. 1.5 REQUIRED INSURANCE. REQUIRED INSURANCE: The Contractor shall provide and maintain during the entire performance of this contract, at least the following kinds and minimum amounts of insurance required in the below. Before commencing work under this contract, the Contractor shall present to the Contracting Officer proof of the required insurance. Day to day contact and telephone communication with Government personnel shall normally provide adequate information exchange. The Government reserves the right to schedule meetings at the Project Office as necessary to ensure strict compliance with the terms of this contract. Such meetings shall be scheduled, to the extent possible, at mutually convenient times. However, upon notice, the Contractor shall attend meetings regarding matters affecting this contract, and the time spent in such meetings shall be at no additional charge to the Government. 1.7 CONTRACTOR PERSONNEL. 1.7.1 1.7.2 MINIMUM MANPOWER REQUIREMENT: The Contractor shall be on-site and shall personally perform, or provide personal superintendence of the performance of, duties under the contract. a. In the event a Contractor is unable to perform contract duties, the Contractor shall provide an alternate with all insurance requirements, etc. at no additional cost to the Government. The designation of an alternate shall be provided in writing to the Contracting Officer for approval. b. The Contractor shall designate, in writing, a responsible member of each work crew who shall serve as the contact for matters involving quality and performance of the required work assigned to that crew. The employee(s) designated in accordance with the above requirement shall be qualified and fully competent and shall insure that the work described herein is performed in accordance with these specifications. The Contractor shall furnish the above written designation to the Contracting Officer’s (or his representative) at the project, the first day that an individual is a “responsible party.” The designation shall include the name(s), address(es), and telephone number(s) of the responsible individual(s). CONTRACTOR CONDUCT: Contractor personnel shall be fully clothed at all times while performing these services. Clothing shall be clean and neat in appearance. Contractor personnel shall utilize tact, diplomacy, and courtesy at all times during contact with the public. Any illegal or criminal activity may result in termination of the contract. 1.7.3 SECURITY REQUIREMENTS: Contractors shall safeguard all Government property. Keys to Government facilities will be provided to Contractors. Contractors shall establish and implement methods of making sure all keys issued by the Government for Contractor’s use are not lost or misplaced and are not used by unauthorized persons. Contractors shall immediately report to the Contracting Officer or the COR any occurrences of loss, unauthorized use, or unauthorized duplication of keys. In the event keys, other than master keys, are lost or duplicated, Contractors may be required, upon written direction of the Contracting Officer, to re-key or replace the affected lock or locks without cost to the Government. 1.7.4 FOUND ITEMS: To assist the visiting public in reclaiming lost articles, all property left by visitors and found during the performance of duties shall be turned in to the Project Office. Contractors shall report any instance of vandalism, facilities not operating property, or facilities in need of repair to the COR or the Project Office. 1.8 QUALITY CONTROL (CONTRACTOR’S RESPONSIBILITY): For Park Custodians, blank daily worksheets (checklists) of performance will be furnished by the Government for the Contractor's use in tracking duties as they are performed. 1.9 QUALITY ASSURANCE (GOVERNMENT’S RESPONSIBILITY). 1.9.1 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). A Quality Assurance Surveillance Plan will be used during the life of each contract to ensure that the service provider is performing the services required by this PWS in an acceptable manner. The Government develops the QASP, and the Project Office administers the plan through Quality Assurance Evaluators (QAEs) which monitor Contractor performance using quality assurance procedures developed by the Government. Typical procedures might include random inspection, checklists, and customer complaints. This should not be considered an exhaustive list. A primary objective of Government Quality Assurance will be to determine the effectiveness of the Contractor’s quality control system. 1.9.2 INSPECTIONS. According to the Inspection of Services clause (52.246-4 Inspection of Services-Fixed Price), the Government reserves the right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government will perform inspections in a manner that will not unduly delay the work. 1.9.3 The Contractor understands that the QASP is solely for the benefit of the Government in ensuring the Contractor completes its required work in accordance with this contract. Government officers shall never exercise supervision over the Contractor’s employees, and any defects noted shall be brought to the attention of Contractor’s designated representative. Failure of the Government to identify a defect shall not constitute waiver of the Government’s rights concerning that defect. 1.9.4 UNSATISFACTORY PERFORMANCE. If any of the services do not conform to contract requirements, the Government may direct the Contractor to perform the unsatisfactory services at no additional cost to the Government. Re-performance as directed by the Government shall be completed within two (2) hours. Failure of the Contractor to perform the work as specified, or to re-perform work as directed within the allotted time, may result in reduction of the contract price in proportion to the portion(s) of the work not accomplished. Amounts to be withheld will be determined by prorating the amount of services satisfactorily performed against the amount of services required. When the defects in services cannot be corrected by re-performance, the Government may (1) require the contractor to take necessary action to ensure that future performance conforms to contract requirements, and (2) reduce the contract price to reflect the reduced value of the services performed. Payment will NOT be made for work not performed or not performed to standard. 1.9.5 If the Contractor fails to promptly re-perform the services or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may: (1) by contract, or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service, or (2) terminate the contract in whole or in part. 1.10 OTHER CONTRACTS. The Government may undertake or award other contracts for additional work, and the Contractor shall fully cooperate with such other contractors and Government employees. All work must be carefully planned and fitted so as not to interfere with such other work. The Contractor shall not commit or permit any act that will interfere with the performance of work by other Contractors or Government staff. 1.11 CONTRACTOR PETS. Contractors shall be liable for any damages or injuries caused by their pets. Pets shall be on a leash at all times when outside. 1.12 SMOKING POLICY. Smoking is prohibited in all Government buildings, including shower buildings, vault toilets, Park Attendant booths, etc. Smoking is also not allowed by Contractors while in direct contact with the public. 1.13 FIREARMS AND WEAPONS. Neither Contractors nor their employees in campgrounds and on federal land shall possess, during the performance of this contract, any firearm or ammunition, whether the firearm is loaded or unloaded. 1.14 SAFETY. 1.14.1 Contractors shall immediately report to a Park Ranger or the COR any situation that could affect the health or safety of visitors. This includes accidents, violations of laws or regulations, maintenance needs, utility problems, etc. Contractors shall also report to a Park Ranger or local law enforcement, as appropriate, any disturbance(s) of the peace, but shall not personally intercede in any such disturbance. 1.14.2 All services shall be performed in accordance with applicable safety requirements set forth in Corps of Engineers Manual EM-385-1-1, “Safety and Health Requirements Manual” and supplements thereto. The EM-385-1-1 is hereby incorporated by reference, and the Contractor is required to perform this contract in accordance with the standards set forth therein. Any equipment or materials not in conformity with this manual shall be removed from Government property immediately. The Contractor will be expected to take a vital interest in safety, hazard elimination, and to educate their employees to work and plan their work safely. 1.14.3 Proper driving techniques and defensive driving will be practiced to prevent vehicle accidents and property damage. All vehicles will comply with all local, state, and federal laws, and be operated on roadways at all times. 1.14.4 Custodial Contractors shall display a sign reading “CLOSED FOR CLEANING” at the entrance of all facilities during cleaning operations. The Contractor shall also display “CAUTION” signs when cleaning floors in an area in which people other than contractor personnel are or will be present, until the floor is dry. Contractor shall not allow water or other liquids to contact hand dryers, electrical fixtures, or other electrical equipment and lines during cleaning. Contractor shall be liable for all damage resulting from failure to comply with this requirement. 1.15 PAYMENT: Payment will not be made for services not performed. Contractors shall provide the Project Office with an invoice at the end of each month, requesting payment for that month’s services. Payment shall be made via Electronic Funds Transfer (EFT) into the Contractor’s banking account. In accordance with the Prompt Payment Act. Payment will be made approximately 30 days after the last day of services received for the billing period, or 30 days from receipt of the invoice, whichever is later. For example, services performed during April shall be billed at the end of April, and payment will be made at the end of May. Likewise, services performed during May shall be billed at the end of May and will be paid at the end of June. 1.16 ENVIRONMENTAL CONTROLS. 1.16.1 COMPLIANCE WITH LAWS AND REGULATIONS: Contractors shall be knowledgeable of, and shall comply with, all applicable Federal, State, and Local laws, environmental requirements, and instructions. Contractors shall ensure policies and procedures are established that protect the health and safety of employees and the community to minimize or eliminate the risk of environmental pollution. 1.16.2 HAZARDOUS MATERIALS: Contractors are responsible for advising his/her employees of all Environmental and Hazardous Materials Handling, and is also required to provide to the COR the Material Safety Data Sheets (MSDS) for all materials used by the Contractor in accordance with Federal and State laws and/or regulations. 1.16.3 NOTIFICATION OF ENVIRONMENTAL SPILLS: If the Contractor or employee(s) of the Contractor spills or releases any substance into the environment, the Contractor shall immediately report the incident to the Contracting Officer’s Representative (COR), or in his or her absence the Contracting Officer. The Contractor shall be liable for containment and environmental cleanup of the spill or release of such substance. 2. DEFINITIONS AND ACRONYMS Acceptable Level of Performance (ALP): Maximum percent defective that can be considered satisfactory; allowable leeway or variance from a standard before the Government will reject the service. Clean: As used generally, means free of all foreign matter, film, spots, streaks, dirt or impurities. As used for acceptance of work means gleaming; free from dirt, contamination, or impurities; unsoiled, unstained, neat and tidy. Debris: Articles or parts thereof such as paper/gum/paper clips/candy/lint/litter/strings/cigarette butts/ leaves/sand/excrement, etc. Defect: A service output that does not meet the standard of performance specified in the contract. Dirt: Particles of sand, soil, grit, or pebbles; mud, dust, fuzz, tar, liquid stains, vomit, ashes, etc. Disinfect: To cleanse in order to destroy any harmful microorganisms, fungus, algae, and mold, by application of an approved chemical agent. Glass: Exposed glass surfaces (Lucite, plastic, transparent materials, mirrors) that are not windows. Foreign Matter: Any articles, or parts thereof, not belonging to the place found. Fully Clothed: Wearing a sleeved shirt (T-shirts are acceptable), trousers, and shoes. Clothing shall be clean and neat in appearance and shall not be ripped or torn. Clothing shall also contain logos or badges that clearly identify the wearer as a Contractor employee. These requirements shall not be construed to replace or eliminate the necessity for the wearing of appropriate protective clothing or devices as may be required in performance of duties. Neat/Clean: Orderly, tidy, free from dirt and debris. Performance Requirement: A service output required by the contract. Performance Requirements Summary (PRS): A listing of service outputs under the contract to be evaluated by the COR or Inspector on a regular basis; the surveillance methods to be used; and the ALP. Performance Work Statement (PWS): Similar to a scope of work, this document sets forth required duties of the Contractor. It is called a “Performance” Work Statement as satisfaction with services is measured by end results, rather than methods, of performance (i.e., a PWS might state “the floors should be clean after performance of services” rather than stating “the floors should be swept and mopped.”) Quality Assurance (QA): A method used by the Government to provide some measure of control over the quality of purchased goods and services received. Quality Control (QC): A method used by the Contractor to control the quality of goods and services provided. Sanitary: Clean and free of bacteria that may endanger health; hygienic. Service Contract: A contract that directly engages the time and effort of a Contractor whose primary purpose is to perform an identifiable task or tasks. May cover services performed by either professional or nonprofessional personnel, whether on an individual or organizational basis. Shall: Means the imperative. Trash: Any abandoned articles, or parts thereof, such as paper, gum, used cups, empty cans and bottles, food scraps, litter, strings, cigarette butts, leaves, or similar waste items, as well as dirt, debris, and foreign matter collected during cleaning, and unwanted residues and ashes. Windows: The glass surfaces which are an integral part of the outer wall of a building. 3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES 3.1 GOVERNMENT-FURNISHED FACILITIES: The Government will provide a campsite for the Contractor’s Camping unit with utility hookup consisting of electricity, water and sewer and refuse collection(from nearby dumpster). A storage shed will be provided to the Contractor to use for storage of equipment, etc. for use in the performance of the contract. Additional camping units are NOT allowed to be set up on the campsite. No alterations to the facility shall be made without specific written permission from the Contracting Officer. 3.2 GOVERNMENT-FURNISHED MATERIALS/SUPPLIES: The Government will furnish to Contractors the following items to be used in the performance of duties: Custodians:  Contractor Daily Worksheets  Keys  Vehicle Sign 3.3 GOVERNMENT-FURNISHED EQUIPMENT: The Government will furnish to Contractors the following equipment to be used in the performance of duties:  None 3.4 GOVERNMENT PROPERTY CLEARANCE: Government personnel will be available the day AFTER the last date of services to check out Contractors and to receive Government-furnished property from them. 4. CONTRACTOR-FURNISHED ITEMS AND SERVICES 4.1 GENERAL INFORMATION: Except for those items or services specifically stated in Section 3 as Government-furnished, Contractors shall furnish everything needed to perform the contract according to all its terms. Contractor equipment shall be of quality, size, and type suitable to satisfactorily accomplish services. Contractor equipment shall be in good repair and shall operate efficiently and safely, and shall be maintained clean to present a neat, professional appearance. The Contracting Officer or his designated representative may inspect Contractor equipment and/or tools at any time, and may direct the removal of any improper or unsafe equipment/tools. Such items shall be removed from service by the Contractor and shall be replaced with satisfactory equipment. The following mentioned requirements are not all-inclusive of the Contractorfurnished items and services required in the performance of this contract. NOTE: Equipment breakdown shall not relieve the Contractor of the responsibility to perform services as specified. The Contractor shall assure that he/she possesses (or can obtain on short notice) sufficient backup equipment to continue performance of services as specified without interruption in the event of mechanical failure of primary equipment. 4.2 SUPPLIES/EQUIPMENT: The following list of items Contractors shall provide for this contract may not be all-inclusive: Custodians:     Paper towels, toilet paper and trash bags All cleaning supplies and disinfectants All tools and equipment necessary and proper to execute this contract in a professional manner, including a pressure washer with a minimum 2500psi 2gpm capacity. (note: not all site locations have electricity) Working vehicle, capable of hauling all equipment and supplies necessary to complete the contract requirements, including the capability to haul (or tow contractor supplied water tank) at minimum 55gal of water to sites without water, and all fuel and maintenance thereof. The Contractor shall store all supplies and equipment in the Government-furnished storage site: no supplies or equipment shall be distributed throughout the facilities. EXCEPTION: Additional rolls of toilet paper may be placed in the restrooms. 4.3 TRAILER/MOTOR HOME: If living on-site, the Contractor shall provide a mobile travel trailer, motor home, or approved equal, containing sanitary facilities and all equipment necessary for habitation. Tents or ‘pop-up’ type tent campers will not be permitted. The unit shall present a neat appearance when parked near the park entrance at the designated campsite. If self-propelled units are utilized, they must remain on-site, and shall not be used as transportation vehicles. 4.4 VEHICLE(S): Transportation vehicle(s) for use in performing the requirements of this contract must be street legal. They must also be properly licensed, and the Contractor shall furnish proof of required insurance in the form of a copy of the insurance policy, or a binder issued by the insurer. Proof of proper insurance for each vehicle shall be delivered to the Contracting Officer or his designated representative at the Pre-Work meeting. The Contractor shall maintain a valid state driver’s license. A photocopy of licenses will be taken at the Pre-Work meeting. 4.5 MAIL AND TELEPHONE: The Contractor shall provide a telephone number to the Contracting Officer or his representative at the Pre-Work meeting. Mail service will be at the discretion of the Contractor. If service is desired, it is the responsibility of the Contractor to contact the local Post Office to set up mail delivery. 5 SPECIFIC TASKS 5.1 GENERAL INFORMATION: Park Custodian duties include, but are not limited to cleaning facilities, grills, and campsites as further specified herein. 5.1.1 LIVING ON-SITE: The following guidelines shall apply if Contractor chooses to live on-site. a. CONTRACTOR ARRIVAL. The Contractor shall move onto the designated site a minimum of seven (7) days but not more than fourteen (14) days prior to the start of services. Electrical services will be provided upon arrival if arrival takes place during normal business hours. Water and sewer services may be postponed upon arrival or discontinued near departure if cold weather conditions warrant. All costs for moving onto and from the site shall be borne by the Contractor. The Contractor shall remove the trailer and all personal property from the site not later than seven (7) days after the end of the period of performance. b. CAMPSITE. Contractors shall maintain the area where the trailer (RV unit) is parked in a clean and sanitary condition at all times. No dog pens, horse corrals, poultry cages, or similar facilities for pets or rearing of animals will be allowed. Government-furnished storage buildings are to be used for storage of supplies only – not as pens or cages for pets. Contractor pets shall fall under the same restrictions of Title 36 that apply to our visitors. Visitors to the park should have open access to the Contractor’s site without the possibility of incidental contact with pets. Small flower gardens are permitted where designated upon approval from the Contracting Officer or his representative. Decorations may be allowed or disallowed at the discretion of the Government. Excessive decoration of campsites is discouraged. 5.1.2 DISTURBANCES: Contractors shall not attempt to apprehend any violators. Contractors shall advise a Park Ranger or local law enforcement of potential problems as deemed necessary. 5.2 PARK CUSTODIAN DUTIES (GENERAL INFORMATION): Custodial duties listed herein are directly related to public health and sanitation; therefore, it is essential that all facilities and areas be services as specified herein. In the event that an area or facility is missed, or is not properly cleaned, the Contractor shall re-perform services immediately upon receipt of notice from the Contracting Officer or his representative. Failure to correct noted deficiencies may result in withholding of payment for services not performed. The Contractor shall comply with all Federal, State and Local laws, ordinances, statutes and regulations in performance of services under this contract. The Contractor shall provide all management, tools, fuel, equipment, materials/supplies, and labor necessary to ensure that services are performed in a manner that will maintain a satisfactory facility condition and present a clean, neat appearance. All cleaning procedures and treatments shall be accomplished in accordance with the manufacturer’s directions and/or listed specifications and industry standards applicable to the Professional Cleaning and Restoration Industry. 5.2.1 FREQUENCY. The Contractor shall perform custodial duties a minimum of two (2) times per day (except for the Contractor’s days off and as specified for in 5.4, below) during the entire contract period. The Contractor shall perform one major cleaning in the morning, between 5:00 a.m. and 11:00 a.m., and one minor cleaning in the evening, between 4:00 p.m. and 8:00 p.m. The Contractor shall ALSO be responsible for emergency cleaning and other duties as specified below throughout the workday between cleanings. 5.2.2 DURATION. Park Custodial services shall begin on the first date of the period of performance, and end on the last date, as specified for that park, regardless of the day of the week (if the starting or ending date would normally be the Contractor’s day off, that will NOT be a day off). Refer to Technical Exhibit #2 (Period of Performance) for dates and schedule, and to Technical Exhibit #3 (Park Facilities) for a list of facilities covered by contract. Note – there is no day off during a shortened first or last week of the season. 5.2.3 SCHEDULE. Contractors with custodial duties shall establish a work schedule indicating the days and hours during which services will be performed on a regular basis. The schedule shall be submitted in writing to the Contracting Officer or authorized representative for approval no later than the first week of work. Changes in the approved schedule shall be submitted for approval prior to implementing the change(s). 5.3 DAILY MORNING CLEANUPS (MAJOR). The Park Custodian Contractor shall perform major cleanups daily between the hours of 5:00 a.m. and 11:00 a.m. 5.3.1 CAMPSITES, PICNIC AREAS, AND SHELTER(S) 5.3.2  Picnic Tables – all picnic tables shall be cleaned daily to ensure that tops and seats are free of all foreign matter and trash. If soap solution or disinfectant is used, tables should be rinsed with clean water and wiped dry. After performance of services, tables will be clean and free of excess water.  Picnic Shelters – all picnic shelters shall be cleaned daily to remove all foreign matter from concrete slabs, shelter floor, ceiling, beams, trusses, and overhang. After performance of services, shelter will be clean, sanitary, free of trash, cobwebs and excess water.  Volunteer campsite(s) – when not occupied by volunteers, but occupied by regular campers, volunteer campsites shall be cleaned just as regular campsites are cleaned. SHOWER/LATRINE BUILDING. The Contractor shall clean and disinfect (using a commercial disinfectant such as Pine-Sol or bleach, and rinse with clean water) shower and latrine buildings daily, leaving facilities in a clean, sanitary condition, free of dirt, foreign material, residue, mold, mildew, trash, and excess water. NOTE: cleaning of building interior surfaces shall include FREQUENT scrubbing and power washing. Caution should be used when power washing to avoid damage to fixtures/facilities. MOLD & ALGAE SHALL BE REMOVED COMPLETELY from all exterior and interior surfaces using power washing equipment and clean water. All toilets and urinals shall be scrubbed daily and treated with toilet bowl cleaner. All sinks shall be scrubbed daily to remove all mineral deposits and residue.  Floors and Entrances – shall be cleaned, disinfected, and rinsed with clean water daily to ensure a condition free of all dirt, oil, lotions, soap residue, calcium deposits or other foreign matter, and trash. Excess water shall be removed so that no puddles or droplets remain on the floor. All detritus washed out on the surrounding area shall be removed. The Contractor shall display CAUTION signs when cleaning floors in an area in which people other than Contractor personnel are or will be present, until the floor is dry.  Building – interior and EXTERIOR shall be cleaned daily, including louvers, ceiling, beams, trusses, exterior overhang, light fixtures, etc. After performance, building will be clean and free of dirt, foreign material, residue, mold, mildew, cobwebs, insect or bird nests, and excess standing water.  Sinks and Stools – shall be cleaned and disinfected daily, including sinks, partitions, stools, seats, and lids. After performance, fixtures will be clean and free of foreign matter, cleanser, disinfectant residue, and excess water. Fixtures shall be left in a clean, dry condition.  Shower Stalls – shall be cleaned and disinfected daily, including floors, walls, partitions, drain, and showerhead. After performance, stalls and fixtures will be clean and free of disinfectant or cleanser residue, dirt, foreign material, residue, mold, mildew, and excess water.  Floor Drains – shall be free of debris and flowing freely. If clogged, Contractor shall remove/free up debris and unclog. If unable to unclog, Contractor shall contact a Government maintenance employee or COR.  Toilet Paper – shall be replenished as needed to ensure ample supply until next cleaning. The contractor will make sure that the sanitary holders have bags in them. NOTE: It may be necessary to restock toilet tissue supply more than once in a morning, during periods of heavy use, and particularly at beaches and shower buildings.  Mirrors – shall be cleaned daily resulting in a clean, polished, streak-free condition.  Drinking Fountains – shall be cleaned and disinfected daily resulting in a clean, sanitary condition, free of excess water, after performance of services.  Trash – cans shall be emptied daily, and trash shall be deposited into the nearest dumpster. The Contractor shall leave trash cans in a clean, sanitary, odorless condition, lined with a clean trash bag. All loose trash within or immediately adjacent to any facility being serviced shall be removed. At no time shall trash be swept or washed out of a facility and left.  Sidewalks – shall be cleaned daily to remove all foreign matter and excess water. 5.3.3 TOILETS (VAULT AND/OR WATERBORNE). The Contractor shall clean and disinfect toilets daily, including risers, inside and outside of seats, lids, walls, floors, ceilings, and building exteriors. The exterior (walls, window screens, roof overhang) shall be free of all cobwebs, dirt, and insect matter. NOTE: cleaning of building interior surfaces shall include FREQUENT scrubbing and power washing. Caution should be used when power washing to avoid damage to fixtures or facilities. After performance of services, facilities will be in a clean, sanitary condition, free of foreign material, residue, and excess water. 5.3.4 WATER SPIGOTS AND FOUNTAINS. The Contractor shall clean and disinfect water spigots and fountains daily, including base, riser, spigot head, bowl, and handle. After performance of services, spigots and fountains will be clean and free of foreign matter, cleanser, disinfectant residue, and excess water. 5.3.5 SIDEWALKS. All sidewalks shall be cleaned daily to remove all foreign matter and excess water. NOTE: Although the mowing contractor’s duties include mowing so as to limit the blowing of grass clippings into building entrances, be advised that the Park Custodial Contractor is required to sweep clippings from sidewalks and building floors as needed. All sidewalks shall be power washed with clean water as needed to remove stains, bird droppings, and any excess water shall be removed so as to eliminate puddles. If temperatures are below freezing, sidewalks and concrete floors shall not be hosed off, and water usage shall be kept to the minimum necessary to clean facilities. 5.3.6 LITTER PICKUP. All trash, litter, and debris including but not limited to cigarette butts, bottle caps, paper, etc. shall be picked up including but not limited to the following:         park areas comfort stations shower/latrine building campsite (each time campsite becomes vacant) picnic shelters picnic areas play ground on and alongside Corps roadways and parking areas (extending 20 feet outward from each shoulder) All trash, litter, debris, etc. collected shall be deposited in the dumpster provided by the Corps. At no time shall the Contractor sweep, wash, or otherwise remove debris to leave it without disposing of it into the dumpster. The Contractor shall remove any dead animals within the area serviced under this contract, to the extent that the dead animal is small enough to be removed by the Contractor’s daily staff. Contractor shall dispose of dead animals in accordance with state and county laws, and as directed by the Contracting Officer’s Representative, at no additional charge to the Government. Any large animal that would require additional staff, or equipment to move, shall be reported to the Contracting Officer or COR as soon as possible. 5.3.7 5.4 PEDESTAL GRILLS (Fire Rings by Others). As each campsite is vacated, all grills, including cooking surfaces, shall be cleaned to remove debris, trash, ashes, and other foreign matter. Ashes (hot or cold) and coals (live or cold) shall be removed, transported, and disposed of in a SAFE MANNER AS APPROVED BY THE GOVERNMENT. Ashes and coals shall be removed to designated areas specified by the Government. Other contents (trash) in grills shall be picked out (separated from ashes) and disposed of as normal trash (bagged and removed to designated dumpster). DAILY EVENING CLEANUPS (MINOR). The Park Custodian Contractor shall perform minor cleanups daily between the hours of 4:00 p.m. and 8:00 p.m. While the degree of cleanliness (end result) of minor cleanups shall be the same as for major cleanups, the Contractor need only perform the applicable steps listed under 5.3 “Major Cleanups” to ensure items are clean, as needed. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotes: 1. Price 2. Relative Experience: Number of contracts the contractor has performed that are equal or greater in tasks that are similar to the task identified in the Performance Work Statement (PWS). 3. Past Performance: Number of contracts the contractor has and the documentation that identifies how well their performance was in those contracts that are similar to the task identified in the Performance Work Statement (PWS). The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). (c) Notice of award. A quotation submitted in response to this RFQ is not a binding offer. A written notice of award, in the form of a Contract, may be furnished to the successful vendor for signature. This notice of award shall not result in a binding contract until it is signed by both the vendor and the Contracting Officer.
